Give M-Chain and K-Chain a door

Both run on the primary network — platform.getBlockchains returns M-Chain and
K-Chain alongside C, P, X and the rest, and genesis builds them from mpcvm and
keyvm. Neither had a route, so /v1/chain/M and /v1/chain/K answered 404 while
the chains behind them produced blocks.

They are the decentralized path for MPC signing and key management, so the
gateway has to be able to reach them before anything can use them in place of
the centralized services.

Cloned from the P-Chain entry, so rate limits, encoding and backend shape match
the chain it sits beside rather than inventing new ones.
