zeekayandHanzo Dev 4bd42896a1 An upgrade.json holds only the keys the VM decodes 
luxfi/evm reads upgrade bytes with DisallowUnknownFields, so the _comment key
in local/ and localnet/ made the C-Chain refuse to initialize with "failed to
parse upgrade bytes". The key is gone, and a test decodes every upgrade.json in
the tree the way the VM does.
