* feat(mobile): integrate Datadog RUM with consent-aware tracking

- Add expo-datadog and @datadog/mobile-react-native packages
- Add DatadogWrapper provider with RUM configuration
- Wire consent flow: initial NOT_GRANTED, granted on GetStarted acceptance
- Add useDatadogConsent hook for consent restoration and user identity
- Add datadogAnalytics service for view tracking alongside Firebase
- Add store migration v2→v3 to backfill dataCollectionConsented for existing users
- Configure expo-datadog Expo plugin with EAS-gated dSYM/sourcemap uploads
- Add Datadog babel plugin for automatic interaction tracking
- Use official @datadog/mobile-react-native/jest mocks in test setup
- Add unit tests for consent hook, settings slice, and persist migrations

* fix(mobile): clear Datadog safe context when no active safe remains
