zeekay 7d35baa10b Retire the Rust fast Fourier transform

The Go, C++ and GPU implementations all cover this and no manifest named the
crate. The previous commit deleted the CI instead of the sources; this
corrects it.

torus-fft

Retired. This was a Rust fast Fourier transform. The implementations this project uses are:

Go — luxfi/fhe.
C++ — luxcpp/crypto, luxcpp/fhe.
GPU — lux-private/gpu-kernels.

No manifest in the estate named this crate when it was removed.
