zoo-build: 0.1.9, the version the lux fleet was already running

zooai/universe is zoo-build's one home; the duplicate declaration in lux/universe had moved ahead to 0.1.9 while this one stayed at 0.1.7. Carry the newer pin here before the duplicate is removed there, so nothing regresses. Co-authored-by: Hanzo Dev <[email protected]>
