Join the v1.7.37 line, whose one unique fix is already here

v1.7.37 branched from 964b6b0, which is BEFORE v1.7.36, so it carries a higher
number than a release it does not contain. Three of its four commits are
accounted for: the hero-card change is here by patch-id as 60b7b3e, the codec
fix as af7b1dc with internal/codec byte-identical, and the GPU plugin identity
work is cherry-picked in 114440f — the one thing on that line no other line
had.

The tree is not taken. Its go.mod retracts v1.7.36 for serving zkvm's routes
flat; this line serves them the same way, so taking that directive would
retract one release for what its successors also do. The route shape is left
for whoever owns it.
