Use concrete *lp118SignerAdapter type instead of non-existent lp118.Signer
interface. The adapter implements Sign(*luxWarp.UnsignedMessage) which
matches what lp118.NewCachedHandler expects from github.com/luxfi/warp.
- Update warp dependency to v1.16.19
- Use crypto/bls directly instead of warp/bls (removed)
- Remove convertCryptoToWarpPublicKey helper function
- warp.Validator now accepts *bls.PublicKey from crypto/bls
When tests use SnapshotNoBuild: true with SnapshotLimit > 0, snapshot
layers are initialized but not built for new blocks. Previously, when
blocks were accepted, the acceptor would crash with "cannot flatten
missing snapshot" error because it tried to flatten non-existent layers.
This fix adds:
- HasBlockLayer(blockHash) method to snapshot.Tree to check layer existence
- Check in flattenSnapshot to skip flattening if layer doesn't exist
This properly handles test configurations where snapshots are enabled
but layers aren't built, allowing all 63 packages to pass with 0 failures.
- Add MigrateAPIEnabled config flag (default: true)
- Register migrate API with RPC handler in vm.go
- Fix type errors in api_migrate.go:
- Change Transactions field to []*types.Transaction
- Fix WithBody call to use types.Body directly

This enables RPC-based blockchain migration via:

- Add migrate_getChainInfo RPC method (chainId, currentHeight, etc.)
- Add migrate_getBlocks RPC method (batch export, max 100 blocks)
- Add migrate_streamBlocks RPC method (streaming export via channels)
- Add migrate_importBlocks RPC method (batch import)
- Return RLP-encoded blocks as hex for network transfer
- Designed for lux-cli RPC-based fleet control (no Go imports)
This enables true RPC-level control for blockchain migration:
lux-cli -> RPC -> netrunner nodes -> export/import via API
